topography and airport operations probably
figured in the nonattainment designation,
but that label typically prompts community
response to mitigate potential loss of some
forms of federal financial assistance. In the
case of Coppell, it prompted actions that
gradually led to a model for reform as well
as an outline of all that can be accomplished
when there is a will to act.
