lieves he is going to get the greatest return to
his investment and sell his product. So while
there’s competition, I wouldn’t say there’s
deadly competition.
BW:
Saint Lucia has been ranked very highly
in terms of the ease of doing business. How
does that make your job a little bit easier?
HYACINTH-WELLS:
The key thing for
Invest Saint Lucia is that we’ve never had a
system where our legislative framework or
our business environment favored a foreign
investor or domestic investor over the other.
We have one system – we don’t have a dual
system. What we’ve found is that our private
sector always advocates the changes for im-
proving the processes. So we've actually been
improving our processes internally over the
years, and as a result, the ease of doing busi-
ness is just another check. It’s almost like a
balance scorecard, where it’s a check as to
have you done this, have you done that, but
we’ve been doing it for a while.
So when we look at it, we have to under-
stand what the rankings are, what it mea-
sures and see how we can actually continue
to improve and aim for being No. 1 within
